What makes this issue particularly fascinating is the contrast between the global nature of climate change and the local, tangible impact of water pollution. While we can't control the global climate, we can and should address the pollution that is directly affecting the reef. The draft decision calls for an assessment of the damage caused by dredging, unsustainable fishing practices, and poor land management, all of which are local issues that we have the power to influence.

However, the new water quality strategy released by the Queensland and federal governments is, in my opinion, a disappointment. It relies on broad vision statements without clear responsibilities, an adequate budget, or realistic actions. The strategy is likely to fail, just like previous plans, due to insufficient funding and a lack of coordination between government departments.

One thing that immediately stands out is the lack of focus on land-based runoff, which has been a major threat to the reef's ecosystems for years. Shallow seagrass meadows, which act as nurseries for fish and food for turtles and dugong, are being smothered by sediment, and coral is being damaged by pesticides and other contaminants. The strategy needs to address this issue head-on, and it needs to do so with urgency.

What many people don't realize is that the solutions to this problem are already available. Farmers need to reduce sediment washing into rivers and cut back on fertilizer and pesticide use. Industries, cities, and towns also need to take responsibility for their runoff. Progress has been made to reduce fertilizer overuse, but Australia has repeatedly missed its targets to cut water pollutants such as sediments, pesticides, and dissolved inorganic nitrogen.

The federal and state governments have remained largely silent about these missed targets, focusing instead on water quality successes, community involvement, and investment. This is a missed opportunity, and it's one that needs to be addressed. The new strategy must come with clear responsibilities, an adequate budget, and realistic actions, and it must be backed by evidence-based solutions.

If you take a step back and think about it, the future of the Great Barrier Reef is at stake. As climate change worsens and water quality problems persist, the reef faces a dire future. The International Union for Conservation of Nature has rated its condition as 'critical', and the Great Barrier Reef Marine Park Authority describes the long-term outlook as very poor. The latest water quality plan will only work if the federal and state governments invest more in evidence-based solutions, such as better management of river catchments, continuous improvements in farming practices, stronger actions to protect riverside vegetation, and reducing deforestation, earthworks, and marine debris.

In my opinion, the ball is now in Australia's court. The draft decision by UNESCO will be considered by the World Heritage Committee later this month, and it remains to be seen whether the authorities will properly address the major threats to the reef. The future of this natural wonder is uncertain, but one thing is clear: we can't afford to fail.
